UPDATE:  Manny Pacquiao vs Miguel Cotto is On! Official Boxing News DB

A fight between Manny Pacquiao and Miguel Cotto is almost a done deal. According to a report out by popular boxing scribe Abac Cordero of Philstar, Manny Pacquiao has made a verbal agreement with his Promoter Bob Arum to face Miguel Cotto at 145 pounds. Basically the fight is done, but waits for signed contracts.

Mike Koncz who acts as an adviser to Pacquiao is quoted on Philstar in regards to Pacquiao vs Cotto as stating: “It’s done.” Although Koncz states the fight is "done", he still pointed out that a contract has yet to be signed, but that Pacquiao's word is solid. “No contract has been signed but Manny and Bob had a verbal agreement. And we’ve never backed out of any verbal agreement so Bob is happy with that for the time being."

Philstar (Publication) tried to contact Pacquiao last night for a statement, but could not reach Pacquiao because he is busy filming a movie.
